Sr. Technical Analyst

The Sr. Technical Analyst shall have five (5) years of professional experience in network, software, and/or electronics hardware design, development and implementation for major automated information systems, or seven (7) years of defense acquisition systems cost estimating experience, at least four (4) years of which involved computer networks or C4I. Education: BS/BA degree with equivalent of major in Engineering or Computer Science.

The successful candidate will be a highly motivated individual with great verbal and written communication skills, software development experience, and a general breadth of knowledge concerning current software technologies. The individual should be able to understand software requirements documents and be able to estimate software size based on the requirements. Knowledge of Function Point Counting helpful. A general understanding of parametric software cost estimation techniques such as COCOMO II or similar is also useful.


Sr. Computer Scientist

The Senior Computer Scientist shall have a minimum of ten (10) years programming experience using C, C++, and/or Java. Familiarization using NSA/CSS Manual 81-2 and 81-3 and IEEE 12207 (standard software development practices) is desired. Database experience (Sybase, Oracle, etc.) is preferred. Experience with J2EE and Motif a plus.


Sr. Computer Engineer


Programmer / Architect

The Programmer / Architect position requires knowledge of Java Message Service (JMS) 1.1 framework specifications, knowledge of EMS APIs; expert in programming language c#, Java, C; expert in message oriented Middleware – JMS, Rendezvous; expert in ESB and SOA concepts; expert in XML Concepts; Expert in J2EE (EJB, MDB, etc.); expert in various protocols like TCP, HTTP, JDBC, MAIL, FILE, etc.; Expert in Adapters; Expert in defining process control; expert in security concepts such as Encryption/Decryption, Hashing; expert in TIBCO designer; and expert in TIBCO Run-Time Agent


Sr. Tester/Integrator

The Sr. Tester Integrator shall have ten (10) years experience in the software development field, with a minimum of seven (7) years experience in planning, developing, documenting, and executing test programs to verify system software operability and compliance with project standards and requirements. Experience shall include familiarity in testing SIGNIT related projects, preferably database intensive systems and those requiring integration of commercial off-the-shelf products, contractor developed software, and/or Government provided software. Shall possess a minimum of four (4) years experience using IEEE/EIA 12207 and NSA/CSS Directive 70-1 (or their preceeding standards). Experience with source code control tools such as RAZOR, DOORS requirements management tool, and commercial test tools is preferred, but not required. The individual will support multiple projects within the client organization. Position requires that the individual establish standard division-wide testing practices and that he/she guide, direct, and assist in the implementation of these testing practices across the organization. The position also requires that the individual provide hands-on test support to division projects by working with developers to review requirements, developing test plans and procedures, implementing test plans and procedures, and documenting test results.


Acquisition Professional

OPS Consulting is seeking experienced acquisitions professionals to provide contracting and acquisitions expertise for major defense and intelligence clients. Experience should encompass successful execution of defense or intelligence programs though the entire acquisitions lifecycle of milestone achievement and contract award. Additionally, a proven background in creating and managing required documentation to support defense or intelligence through execution is required. The ability to work with senior leadership and technical experts, develop and present technical reports and presentations, communicate complex program requirements is a must.

Required Skills:

  • BS in Business, Finance, or Engineering
  • 5+ years experience working with defense or intelligence program offices supporting program planning and management
  • Excellent oral and written communications ability
  • Ability to work with senior leadership and provide expert direction in program financial analysis and planning
  • Experience in providing input and direction in contracting strategy and execution

Financial Professional

OPS Consulting is seeking experienced financial professionals to provide cost analysis, budget analysis, program funds execution expertise for major defense and intelligence clients. Experience should encompass successful execution of funding execution, budget preparation and reporting, or program cost analysis on defense or intelligence programs. Additionally, a proven background in creating and managing required documentation to support defense or intelligence program planning and resource allocation is critical. The ability to work with senior leadership and technical experts, develop and present technical reports and presentations, communicate complex program requirements is a must.

Required Skills:

  • BS in Business, Finance, or Engineering
  • 5+ years experience working with defense or intelligence program offices supporting program planning and management
  • Excellent oral and written communications ability
  • Ability to work with senior leadership and provide expert direction in program financial analysis and planning
  • Experience in providing input and direction in all financial matters of the Planning, Programming, and Estimating System (PPBE) process.
Desired Skills:
  • CDMA certification or PMI certification
  • CCE/A Certification
