Greg Foley
Founder and President
Greg is an industry innovator who has earned global recognition for his development and management of software systems.
Prior to establishing OPS Consulting, he was a co-owner of Coastal Research Technology, and he worked for 10 years at Lockheed Martin Missiles and Space.
He received his B.S. from the University of Maryland, Baltimore County, and a Masters of Computer Science from Johns Hopkins University.
Greg lives in Crownsville, Maryland with his wife and three children.
Stephen Cummins
CFO and Director of Operations
Stephen is responsible for operations and strategic planning, with a specific focus on developing new strategies and opportunities to enhance client services.
Prior to joining OPS, Stephen was Director of Accounting Policy at Citigroup. During his tenure, he integrated multiple business acquisitions, including Travelers Group's acquisition of Citibank (forming Citigroup in 1998) and Citigroup's acquisition of The Associates in 2000. He was also responsible for the financial oversight of Citicorp Trust Bank, whose assets grew from $800 million to $32 billion over a seven-year timeframe, and he led a number of large-scale projects, including the implementation of a program to conform to the requirements of Sarbanes Oxley for the 2004 reporting period.
Prior to Citigroup, Stephen held positions at Alexander and Alexander Services, an international insurance brokerage, and with Coca Cola Enterprises and KPMG Peat Marwick.
He is a Certified Public Accountant and holds a B.A. in Business Administration from Seattle University.
Stephen resides in Annapolis, Maryland, with his wife and three children.
Joan Higbee
Business Development Manager
Joan has more than 30 years experience in the Information Technology field on both the commercial and government side. At OPS Consulting, she is responsible for developing and enhancing customer and teammate relationships and for business acquisition process activities—marketing, teaming , capture, and proposal development.
In prior roles she directed operations for Keane, Inc. and Northrop Grumman for a variety of government clients in the intelligence community, the State Department, the US Navy, the US Army, the Special Forces Command, and the Defense Commissary Agency. She was responsible for corporate management of a department with contracts totaling more than $300M and a staff of more than 160 (combined subcontractor and company personnel). Joan was also the NSETS manager for Windermere and then ESSEX Corporation following their purchase of Windermere.
In her free time, she is an avid reader and loves gardening and working on the restoration of her circa 1850 home.
