Greg Foley

Founder and President

Greg is an industry innovator with global recognition for his development and management of software systems in the International Who's Who in IT for 2000. Prior to establishing OPS Consulting, he was a co-owner of Coastal Research Technology, Incorporated, and he worked for 10 years at Lockheed Martin Missiles and Space. He received his B.S. from the University of Maryland, Baltimore County, and a Masters of Computer Science from Johns Hopkins University.

Greg lives in Crownsville, Maryland with his wife and three children.


Stephen Cummins

CFO and Director of Operations

Stephen joined OPS Consulting in 2005. He is responsible for operations and strategic planning, with a specific focus on developing new strategies and opportunities to enhance client services.

Prior to joining OPS, Stephen was Director of Accounting Policy at Citigroup. During his tenure, he integrated multiple business acquisitions, including Travelers Group's acquisition of Citibank (forming Citigroup in 1998) and Citigroup's acquisition of The Associates in 2000. He was also responsible for the financial oversight of Citicorp Trust Bank, whose assets grew from $800 million to $32 billion over a seven-year timeframe. Stephen oversaw the financial reporting of the Consumer Division's financial results and led a number of large-scale projects, including the implementation of a program to conform to the requirements of Sarbanes Oxley for the 2004 reporting period.

Prior to Citigroup, Stephen served in the Corporate Audit Group of Alexander and Alexander Services, an international insurance brokerage. While at A&A, he developed a financial database that was created to establish metrics and evaluate the performance of financial controls. In addition, he led multiple due diligence efforts relating to the acquisition of business.

Stephen has also held positions with Coca Cola Enterprises and KPMG Peat Marwick. He is a Certified Public Accountant and holds a B.A. in Business Administration from Seattle University.

Stephen resides in Annapolis, Maryland, with his wife and three children.


Paul Wetzel

Chief Technical Officer

Paul drives the strategy and development of OPS technical products and services. He has nearly three decades of expertise in software and mechanical engineering, with 12 years as an onsite Intel engineering consultant. Prior to joining OPS in 2005, Paul was president of Syntactic Solutions LLC, an engineering consulting firm. He has a B.S. in Physics from East Stroudsburg University and a Masters of Mechanical Engineering from Catholic University of America.

He lives in Silver Spring, Maryland, with his wife and children. He is an avid sailor and an active Triathlete.


Norm Thomas

Director of Business Management Solutions

Norm has over 25 years experience in Program/Project Management, Contract Management, Strategic Planning, Applied Business and Finance, and Major Defense System Acquisition. Prior to joining OPS Consulting, Norm held senior level management positions leading high profile Defense and Commercial Information Technology programs with Congressional Oversight for top tier firms like CACI, BearingPoint, Chenega Technology Service, and General Dynamic. Norm is Defense Acquisition University (DAWIA) certified in Program Management and Contracting, and has served on various programs as a Contracting Officer Technical Representative (COTR), for contracts exceeding $85 Million to $6 Billion. He received his Master of Science and Bachelor of Science Degrees from Strayer University, and a Master Certificate, in Information Technology Program Management from George Washington University.


Larry Clifford

Director of Program Management

Larry joined OPS Consulting in 2004 and his strong leadership and management style are key assets. He is responsible for coordinating project development and management, as well as liaising with clients to ensure the smooth coordination of activities in the field.

Larry has 30 years of expertise in systems engineering experience, the last seven of which have been in the intelligence community. Prior to joining OPS, Larry spent five years at BAE Systems overseeing systems engineering work for the U.S. Navy at the Office of Naval Intelligence as the Information Technology Project Manager for ACINT and SIGINT support. Prior to joining BAE Systems, Larry worked at the Johns Hopkins University Applied Physics Laboratory for 16 years.

Throughout his career, Larry has served his country as a Naval Captain commanding reserve units assigned to CENTCOM in support of U.S. Navy commands in Bahrain, Kuwait, U.A.E., and throughout the Persian Gulf. He holds a B.S. in Physics from the U.S. Naval Academy.


Kip Gerringer

Director of Intelligence Analysis

Kip Gerringer, retired Sergeant First Class after 20+ years of military service, joined the Ranks of OPS Consulting in 2006 as a Senior Signals Analyst, where his leadership talents were immediately realized and he was quickly elevated to the position of Director of Operations, Intelligence Division.

Kip is a native of Texas, who, after graduating from high school, joined the ARMY at the age of 17. During his service to the U.S., he was awarded the MOS "05K" (Electronic Warfare Signals Intelligence Non-Morse Interceptor) and later complemented his education with higher studies for Advanced Signals Analysis.

Kip's tours of duties included: Augsburg, Germany; San Vito, Italy; Austria; San Antonio, Texas; Bad Aibling, Germany; Ft. Meade, Maryland; and Seoul, Korea; along with two Combat Tours in Iraq and Afghanistan with two Combat Action Awards. During his tenure in the Army, notable positions held included, but are not limited to: Director of Focal Point Control Program for the NSA, Representative to the Chairman of Joint Chiefs of Staff for Focal Point program, Expeditionary Advocates Afghanistan/Pakistan Liaison Officer, Senior Non-Commissioned Officer in Charge of Forward Deployed, Quick Reaction, Signals Intelligence Team, Bagram, Afghanistan, Coordinator, Special Source Operations, Tactical Deployments NCOIC, Forward Deployed SIGINT Mission Management expert for national SIGINT collection missions, Iraq, Drill Sergeant, Chief Billets Management, Deputy Director of Technology Senior Enlisted Advisor, and Supervisor/Senior Intelligence Analyst.

Kip has two lovely daughters ages 13 and 16.


Dawna Wilkerson

Office Manager

Dawna joined OPS Consulting in 2005 with more than 15 years of managerial experience and a strong background in human resources and accounting. Her exceptional communication and organizational skills are a plus for OPS and our clients. Dawna attended Anne Arundel Community College and University of Maryland, Baltimore County (UMBC).

Dawna lives in Pasadena, Maryland with her husband and two children.
