Greg Foley

Greg is an industry innovator who has earned global recognition for his development and management of software systems. Prior to establishing OPS Consulting, he was a co-owner of Coastal Research Technology, and he worked for 10 years at Lockheed Martin Missiles and Space. He received his B.S. from the University of Maryland, Baltimore County, and a Masters of Computer Science from Johns Hopkins University. Greg lives in Crownsville, Maryland with his wife and three children.

Stephen is responsible for operations and strategic planning, with a specific focus on developing new strategies and opportunities to enhance client services. Prior to joining OPS, Stephen was Director of Accounting Policy at Citigroup. During his tenure, he integrated multiple business acquisitions, including Travelers Group's acquisition of Citibank (forming Citigroup in 1998) and Citigroup's acquisition of The Associates in 2000. He also led several large-scale projects, including the implementation of a program to conform to the requirements of Sarbanes Oxley. Stephen is a Certified Public Accountant and holds a B.A. in Business Administration from Seattle University.

Q: What talents do you possess that not a lot of people know?
Jim Galvin
COO

A: I used to play tournament chess.


Jim manages day-to-day operations for OPS Consulting, leading our client-facing staff and building relationships with our business partners. After 20-plus years as a government employee in Intelligence Community, Jim moved to the private sector. He holds a Bachelor's Degree from the University of Maryland at College Park, a Master's Degree from The Johns Hopkins University, and a Master's Degree from the National Defense University's Industrial College of the Armed Forces, now The Dwight D. Eisenhower School for National Security and Resource Strategy. Jim resides in Woodbine, MD, with his wife, a teacher in the Carroll County Public School System, one daughter, one son, and an English Bulldog named Buck

Q: What is one thing you’d like to cross off your bucket list?
Joe Knight

At Ops Consulting Joe manages the Software and Systems Development team. Joe joined OPS Consulting with 17 years of Systems Engineering experience.  Starting his career with The Boeing Company, he spent 10 years deploying systems worldwide. Joe has a Bachelor’s Degree in Electrical Engineering from Virginia Tech and a Master’s of Information Systems from the University of Phoenix.  He resides in Severn, Maryland with his wife, a teacher at Archbishop Spalding High School, and his 4 children.

Q: Who is your hero and why?
Brian Ray
PROTECT Director



Brian Ray has over 20 years of diverse Program, Systems, Network and Engineering experience providing services and support to multiple DoD customers in the intelligence community. He began his career as a signals intercept, exploitation, and network analyst for over 12 years combined service of active and reserve duty in the U.S. Navy. Brian joined Ops consulting in late 2017 and completed a Master of Science program in Information Systems at University of Maryland, Baltimore College in 2019.

Q: Would you rather perform in a circus or aquatic dance group?
Ben Safford
USE Director



Ben manages Ops Consulting's Analyst Division, which provides Intelligence, Language, and Technical Analysis services to clients within the Intelligence Community. Ben started his career with the Air Force as an Intelligence Analyst. After his six-year enlistment, he worked as a Network Analyst for Booz Allen Hamilton. In late 2012, Ben moved to Ops Consulting as a Cyber Analyst Support Specialist. He has a Bachelor's degree in Information Systems and holds multiple IT certifications. Ben enjoys spending time with his family and coaching youth sports. During his spare time, Ben enjoys watching his favorite sports teams, to include the Chicago Cubs.

A: I'm already in an aquatic dance group, so that was easy

Q: Which TV sitcom would you star in?
Dennis Maher

Dennis Maher is an experienced systems engineer, technologist and team leader. As the Director of the Buy division his goals are to improve the opportunities for his team and increase the breadth of engagements for the company. With a passion for leadership and mentoring, Dennis is also a lifelong sports coach. Currently, he holds coaching positions with a local high school coaching soccer, as well as indoor and outdoor track. When Dennis is away from the office, he is a dedicated family man. Whether enjoying quiet time with his wife, engaged in a myriad of activities with his 3 grown children, or staying in touch with his ever-growing extended family, he is forever grateful for the time he can spend with his family.

Amy Anderson
HR Director



Amy has over 20 years providing strategic leadership in meeting corporate goals and objectives in all areas of Human Resource management. She is responsible for OPS Consulting's overall direction of HR programs and oversees employee relations, policies, benefits, training/education, and other programs designed to motivate and retain a high-tech workforce in high demand. Amy has a Bachelor’s Degree in Administration of Justice, a Master’s in Global Management, and is pursuing a PhD in Industrial/Organizational Psychology. Currently Amy lives in Augusta, Georgia with her two dogs. As a Penn State alumnus, she is a Nittany Lion fan(atic) for all things Penn State.

Q: What kind of a dessert would you be?
Dawna Wilkerson

Dawna Wilkerson celebrated her 15th year with OPS Consulting, LLC in September 2020.  Originally from the Alabama, she has lived in Maryland since the late 1980s with her (awesome) husband of 30 years. She is the proud mother of two children, both of whom are currently working, as well as pursuing advanced degrees in Microbiology & Accounting. Though she did not originally start out in the field of Security, she is now a seasoned professional and feels a great sense of accomplishment related to her role as a Facilities Security Officer. Providing quality supporting individuals through the clearance process is very rewarding.

A: I’d be a whoopie pie! They are very Southern and I’m from Alabama so I make the BEST whoopie pies!

Kathleen is responsible for identifying, developing, executing and sustaining the strategic initiatives of the company. With more than 25 years of experience in the Intelligence Community, Kathleen has provided business strategy, program management and financial expertise within the federal government. Kathleen has held several COO, CFO and corporate leadership roles within companies such as Conquest, Boeing, I2S and ASRC. She holds a bachelor’s degree in Accounting from George Mason University. Kathleen lives in Timonium with her husband and three daughters. She also serves on the Board of Advisors for Believe Big, a nonprofit cancer research organization.

Joe has over 10 years of experience directing  successful recruiting & staffing efforts in the Intelligence Community.  Before that he worked as a commercial consultant supporting Fortune 100 companies. Joe is originally from Toledo, Ohio and received his B.A. in Psychology from the University of Toledo.  He has lived in Baltimore City for 12 years and enjoys spending time with his wife and 2 kids.
